THE FOUR CABLED LAMPS ABOVE WINE & ROSES WERE APPROVED BY THE LANDMARKS PRESERVATION COMMITTEE FOR A ‘HUNDRED YEARS,’ UNTIL JANUARY  2015, 

WHEN THEY SUDDENLY, WITHOUT EXPLANATION, TARGETED WINE & ROSES TO TAKE THE LAMPS DOWN OR THEY WOULD CLOSE DOWN MY 14 SEAT OUTDOOR CAFE BY REFUSING TO APPROVE THE DCA RENEWAL OF MY OUTDOOR CAFE PERMIT.

…AND THEN THEY CHANGED THEIR MIND??? SERIOUSLY? WHY? 

THE SAME CABLED LAMPS ABOVE THE AWNING ARE ON THE EYEGLASS STORE ADJACENT TO WINE & ROSES. AND THEY HAD NO PROBLEM.

ACCORDING TO COMMUNITY BOARD 7. THESE CABLED LAMPS ARE ON.  ---33% ---OF ALL STORES ON THE UPPER WEST SIDE!

MR. PADUANO USED THE LPC / DCA TO TRY TO CLOSE MY BAR. THE DCA's EFFORTS TO CLOSE THE BAR BEGAN ON JANUARY 14, 2015.  ON OCTOBER 15, 2015 THE DCA SENT ME THEIR LAST ATTEMPT.

BUT MR. PADUANO HAD ALREADY CLOSED THE BAR AND LOCKED THE DOORS ON SEPTEMBER 26, 2014. 

SOON, HE WOULD GUT THE BAR DOWN TO IT'S SUPPORT BEAMS IN AN EFFORT TO FOREVER PUT ME OUT OF BUSINESS.

THE LANDLORD OFFERED TO HELP ME REBUILD MY BAR, BUT I WAS ALREADY BEDRIDDEN FROM MR. PADUANO'S MENTAL TORTURE. AND I WAS NOT TO GET UP FOR YEARS.

LETTER TO LANDMARKS PRESERVATION COMMITTEE ("LPC") AND DEPARTMENT OF CONSUMER AFFAIRS ("DCA") FROM BARBARA ADLER OF THE COMMUNITY BOARD ("CB7") AND COLUMBUS AVENUE BUSINESS DISTRICT ("BID") COMPLAINING ABOUT THEIR TARGETING WINE & ROSES, WITHOUT ANY REASON. 

On April 18, 2011, the email above shows that Mr. Paduano tried to weaponize the SLA against my former investors who operated the bar from 2010 until 2014. Mr. Paduano used the exact same unethical tactics with the DCA that would have put Wine & Roses out of business in 2015.

Landmarks repeatedly refused CB7, Columbus Avenue BID, and my dozen requests to disclose who filed the mysterious complaint. That does not happen. As far as I understand, Landmarks must make the complaint available to me, as only makes sense.

The Landmarks Preservation Committee is run by a handful of people that have worked together for years and know everything each other is doing. Mr. Paduano knew a person who worked very closely with Landmarks on special projects for over a decade.

I justifiably believe Mr. Paduano corruptly used his connections and abused his influence to have the Landmark Preservation and the DCA target us to close down our outdoor cafe. He tried to do the same to my former investors when they were running the location, as displayed above.

Landmarks had approved them in 2005 when we built the bar. The DCA and Landmarks never said a word to me for ten years, or any other store owner renting the location for a hundred years, until Mr. Paduano was trying to close the bar to take it over for himself in 2015.

Closing the outdoor cafe would put us out of business. The DCA outdoor closure letters began the exact time we were successfully raising revenues and applied to upgrade to a full license -- and the same time Mr. Paduano had escalated his daily attacks to a fever pitch..
